I'm pretty sure anyone who has to work with XML-RPC in .NET uses Charles' implementation. I've been using it lately to implement a blogging client capable of talking to any server implementation that speaks Blogger 1.0. The Blogger 2.0 API is currently in the RFC stages and while I've offered what I think it some decent feedback on a couple of issues via the bloggerDev mailing list, I haven't really gotten much of a response (yet).
