This really is not a bug but a feature, and should be moe than obvious to any programmer. Those for who it is not obvious - please go back to your beginner course.

IE starts an external application to view the source (notepad). It checks the desktop first, and as it starts "notepad" (not notepad.exe), it will invoke a folder. Now, this is valid - and results in the default behavior of the windows explorer opening a view on the folder.

Similar behavior can be used to your advantage (replace notepad.exe with a different program), and the desktop is not the only location you can override it.

IE should not be looking for notepad on the desktop. When you start notepad from the command line, the right program gets called instead of the folder on your desktop.

So that's why it launches the folder: It simply does a ShellExecute of "notepad", and since the current working directory is the desktop, it opens the Notepad folder you created.
