after heavy investigating i can definitly say, Expression Blend does not support creation of motion path. I am quite shure i have done that before. Only for real WPF application the menu option (Object-Path-create motion path) is enabled.
If you use any of the silverlight templates you have no option. I hope to get some clearification from the microsoft blend team.
