When i figured out that was something about Windows Installer service, first i tried to stop it but it's unstoppable :) so i disabled it and reboot the machine. When i tried to reinstall the package it said i can't reach the installer service. So i enabled it again reboot the machine once more.&lt;/p&gt;
&lt;p&gt;In conclusion, disabling and then re-enabling the service solved the problem for me somehow. Hope it helps you too :)&lt;/p&gt;
