Ruler (again)

A few people asked about adding vertical capabilities to the ruler, so I added it and uploaded a new version. Finally, a use for Graphics.RotateTransform and TranslateTramsform. Thanks, Petzold!

Update: Per Drew's recommendation, I've since added keyboard nudging and resizing.

Great tool!
One suggestion, though:
You might want to provide a tooltip showing the current horizontal *and* vertical extent of the ruler.
This will make the switch to vertical mode unnecessary most of the time. Also, currently when measuring small things, you can't see the 'xxx pixels' text on the ruler.
Thanks,
Ole
