Resizing images from the server using WPF/WIC instead of GDI+

I’ve had issues in the past about clients complaining of the default thumbnailing capabilities of apps written in .net.  The argument is that they can do a better themselves in photoshop (which is true…)

I haven’t tried Bertrand’s code out yet, but it looks promising.
