New Israeli enterprise architecture user group/council.

Despise and due to the situation of enterprise architecture situation in the holly land I've decided to start up a user group or a council that will deal with enterprise architecture (enterprise architecture - aligning IT to business, Not technical architecture!). I'm still figure out the administrative details....

what do you imply with the statement of "enterprise architecture - aligning IT to business"
Is it all about the IT systems?
is it about software to align people to projects and costs?
sorry for the ignorance but you say what it is not about but what is it really about?
