Personally I use RT from www.bestpractical.com/rt - has mail gateway (email bugs@yourcorp.com to create a bug), mature and feature-filled. And the cost?

$0 for all.

Not to mention that 3 users isn't really that useful.... If you've only got 3 users, you can probably get by with simpler solutions.
