In Canada we have an MSDN Speaker's Bureau. If you have a speaker from the bureau attend your user group, you can request sponsorship dollars from Microsoft for the event.
Is that something that MSDN Israel could set up in a similar manner maybe?

your user group! That's great!
You should be able to record the audio from your wireless lapel microphones with Camtasia Studio. Just plug the reciever into mic input the computer you're running Camtaisa Studio on. No need to sync afterwards.
