I've found what I was looking for: CityDesk
A few years ago my web page bases on pure, hand-coded HTML. But it was too static and I couldn't switch the design easily. I switched to PHP, ASP.NET etc. writing a custom application supporting templates. But time went on and everybody supported RSS...
