Installation of SQL 2000 with proper locale setting

Just tried to install SQL 2000 developer edition on a Chinese Windows XP machine but failed...

The error message is:

AppName: _ins5576._mp  AppVer: 5.53.168.0  ModName: sqlsui.dll
ModVer: 2000.80.194.0  Offset: 000280fd

Background Info:

Windows O.S.: Chinese Windows XP (Locale is Hong Kong SAR)
SQL: English SQL 2000 Developer Edition

Finally, I tried to change the locale of my OS from Hong Kong SAR to Taiwan. Then it works.
