Can't debug your React ASP.NET Core App? Reset VS 2017 to fix.

On my React.js learning journey, I somehow attempted to enable Javascript debugging.  That ended up registering another Just-In-Time debugger which now fails on any subsequent Debug/F5 attempt. 

After pressing F5, I saw this, specifically:

"A debugger operation is taking a long time to complete. Click "Cancel" to stop waiting and terminate the process."

and 10 seconds I saw this, specifically:

Cannot connect to the target: connect ECONNREFUSED.

While looking in settings, I found this

So how did I fix this?  By repairing Visual Studio. :( but it worked.
