One up, one down

Ok, now the gripe. Every day I ride my bike to work, so every day I have to "work with" the traffic. I understand the basic rules - as every cyclist should - I've got a lot more to lose by being hit by a car than I do by hitting one.
This morning as I approached my workplace I had to cycle past some council workers that were pruning large trees alongside a main road. They had a semi-circle of witches hats that protruded onto the road where they were working, which meant that I had to ride slightly onto the road as I passed. There was no sign indicating to drivers that they should slow down as they passed the work.
Here's my question. If you were a driver and you saw a bunch of red hats protruding onto the road in front of you which of the following would you propose as the most suitable reaction:
- Speed up
- Start swerving and weaving wildly
- Speed up and start swerving and weaving wildly
- Slow down and drive cautiously
Hmmmm?
