So Microsoft states if you complete all 3 Tiers you are a software developer:

Hey, why not? I've seen many recent computer science graduates calling themselves software developers. Usually they're no more skilled than beginners, though they do know all the buzz-words. It's all a matter of interest and experience, no rocket science required!
