What to do when an Administrator can't approve MOSS 2007 postings

Problem
Can't Publish or Approve a MOSS 2007 Publishing Site.

Symptoms
Logging in as either Administrator or another member of the Site Owners group.

All items on Tools menu are greyed out except for Start a Workflow (Publish and Approve/Reject greyed out).

There is no Publish button, only see Check in to Share Draft and Submit for Approval.

The Solution
Explicitly add the Administrator to the Approvers group.

Optional Workaround
How to approving a Workflow without adding the Administrator to the Approvers group:

After running STSADM -o reconvertallforms, "View Workflow Status" will be visible on the Workflow menu (you only need to do this once after upgrading the server, in this case to B2TR).

Click through the In Approval workflow (Progress Parallel), then to Workflow Tasks, where the Workflow shows as "Not Started." In Workflow Tasks select Edit Item, where you will find working Approve / Reject buttons.
